From what you've described, it sounds like you're seeing the benefits we'd expect around the Week 8-10 mark, which fits with the picture of slower progress rather than no progress. Those baby hairs being fine is completely normal and expected with new growth - as they continue to grow, they're expected to thicken over time into mature, 'terminal hairs'.
